Matt Fraser

Dr. Matt Fraser is a highly regarded marine environmental scientist with over 15 years of experience in the offshore energy sector. He provides strategic environmental approvals advice and deep technical insight into complex marine issues, with specialist knowledge of the Offshore Petroleum and Greenhouse Gas Storage Act (OPGGSA) and Environment Protection and Biodiversity Conservation Act (EPBC) regulations.
Matt has held positions across government, academia, and industry, including roles with the New Zealand government, James Cook University, URS, and Chevron. From 2014 to 2017, he served at NOPSEMA, where he assessed regulatory submissions and conducted offshore compliance inspections. He later joined the Great Barrier Reef Marine Park Authority as a Project Manager, overseeing construction projects under the Great Barrier Reef Marine Park Regulations.
More recently, Matt worked as a Principal Scientist at RPS, delivering Environment Plans and specialist technical advice on environmental impact assessments and related matters. His experience across multiple sectors and regulatory frameworks makes him an invaluable member of the Research Connect Blue team.
